Yes, from the town, village or city where the parcel sits, not from the county. Each one enforces the New York State Uniform Code, which for applications submitted on or after 31 December 2025 means the 2025 Residential Code of New York State. The county health department separately approves any new septic system.
Can I build a barndominium on farmland in an agricultural district?
Being inside an agricultural district does not exempt a house from the building code, permits or town zoning; it mainly protects farm operations.
