In the Town of Plattsburgh, for example, the Codes & Zoning Department reviews and approves building permits, carries out New York code compliance inspections and makes zoning determinations, and it states that all structures in the town require a building permit. It also takes floodplain development permit applications.

The county health department issues the construction permit to install or replace a septic system, or to rework an existing one. Its Sewage Treatment System Permit Application packet includes instructions, percolation test forms, a soil test referral listing and the permit application. The design comes from an independent design professional working to the state's Appendix 75-A standards.

Adirondack Park

The Park boundary in state law runs through the towns of Peru, Saranac, Dannemora, Altona and Ellenburg. Inside the Park, start with an APA Jurisdictional Inquiry Form; if a permit is needed, no clearing, grading or excavation can begin until it is issued.

Agricultural District enrollment: Clinton County holds a 30-day enrollment period for Agricultural District 07C each October, and applications to add parcels are due by October 31. The county GIS map shows which parcels are already in the district, which is worth checking before you buy land next to an active farm.
Shoreline septic replacement program: The county health department runs a state-funded Septic System Replacement Program for property owners within 250 feet of Lake Champlain, the Saranac River, Chazy Lake, the Great Chazy River and other listed waters. It helps with repairing or replacing an existing system, which matters when the land you buy carries an old camp.

Building on land near Clinton County

Clinton County splits into two kinds of ground. The eastern side along Lake Champlain and the Route 9 corridor is open farmland and dairy country, with flatter parcels that suit a long building and a big shop. The western and southern towns climb into the Adirondack foothills, where land is wooded, slopes are steeper and the Park boundary applies in part. On either side a rural lot usually needs a drilled well and a septic system, so the county's perc test forms and the lot's soils come into the plan early. What does a barndominium cost to build in Clinton County?

Do I need a building permit for a barndominium in Clinton County?

Yes. The town, village or city where the land sits issues it, not the county. The Town of Plattsburgh, for instance, requires a permit for every structure. The septic system needs a separate construction permit from the Clinton County Health Department, and land inside the Adirondack Park may need an APA review first.

Can you build inside the Adirondack Park in Clinton County?

Often, yes. Not every Park lot needs an APA permit, and not every lot is free of one. We start with a Jurisdictional Inquiry Form for the parcel, and if the APA says a permit is required, clearing and excavation wait until it is issued.
