Inside city limits the Commissioner of Neighborhood and Business Development issues the building permit after the Code Enforcement Official reviews the plans. No permit is issued until the Director of Zoning and Permitting has granted a certificate of zoning compliance, or confirmed none is required. The certificate of occupancy is applied for together with the permit, and a permit expires if work has not begun within 90 days of issue.

Monroe County Division of Pure Waters (Rochester Pure Waters District)

City homes are on public sewer rather than septic. Monroe County's Division of Pure Waters operates the collection system for the Rochester Pure Waters District, formed with the city in 1971, and much of the older city network is a combined sewer carrying stormwater and sewage in one pipe.

Site preparation permit
Rochester requires a separate site preparation permit before stripping or grading more than 10,000 square feet, filling more than 50 cubic yards, excavating more than 50 cubic yards not tied to building construction, or doing site work in a floodplain, in wetlands or on slopes steeper than 1.5 feet of rise per 10 feet.

Monroe County's single agricultural district, District No. 5, covers about 144,159 acres in 18 towns, among them Chili, Riga, Mendon, Rush and Wheatland, and does not include the City of Rochester. It took its current form when District No. 6 was merged into it in a 2025 review; the next review is due in 2032.

What does a barndominium cost to build around Rochester?
The site moves the number most. A city lot with sewer at the curb needs far less preparation than a farm parcel that needs a driveway, a well and a septic system, and the finish level you choose moves the total more than the steel does. Do I need a building permit for a barndominium in Rochester?
Yes. Inside the city the permit comes from the City of Rochester once zoning has signed off with a certificate of zoning compliance. The house is built to the New York State Uniform Code, and for permit applications made on or after 31 December 2025 that means the 2025 Residential Code of New York State. If your land is in a surrounding town, that town's code enforcement office issues the permit instead.
Will a barndominium in Rochester need a septic system?
Not inside the city, where homes connect to the public sewer run by Monroe County's Division of Pure Waters. Rural parcels beyond the sewer lines are different: in Monroe County a new septic system is designed by a design professional and approved by the county Department of Public Health before it is built, and we plan the house around that approval rather than designing the system ourselves.
