Your engineer arranges a deep hole test, witnessed by the health department, and a percolation test, then submits the design. Once the design meets state standards the county health department issues the septic permit, typically 7 to 14 business days after receipt, and copies the local code enforcement official. Only an installer registered with the county may build it.

Agricultural District

Livingston County's three agricultural districts cover over 225,000 acres, about 52% of the county. The county warns that new non-farm uses on district land often face limits on public water and sewer, and building lots sold off during the eight-year period may not be able to connect.

Combining tax parcels
Livingston County policy prohibits combining a tax parcel that is in the Agricultural District program with one that is not, which matters if you plan to merge a farm field with an adjoining lot.

County zoning referral
Applications that apply to property within 500 feet of certain features, including a farm operation in an agricultural district, must be referred to the Livingston County Planning Board. The municipal board sends the referral form with the application and the Environmental Assessment Form used for SEQR.

Building on land near Livingston County

Because so much of Livingston County is enrolled farmland, the district map is worth checking before an offer: a lot split from a farm may be cut off from public water and sewer, and a field cannot be merged for tax purposes with a parcel outside the program.
