Most Steuben towns and villages issue building permits through their own code enforcement officer. In the Towns of Addison, Campbell and Tuscarora, the Code Enforcement Official acts on behalf of Steuben County: you complete that town's building permit application, pay the fee to the county, and the officer has up to 30 days to review it before the permit is issued.

Steuben County does not deliver environmental health services through its own health department. The State Health Department's Hornell District Office, which serves Steuben and Schuyler counties, carries out those programs here, so septic approval for a new home runs through the district office rather than the county.

Farming acreage: Steuben County says it has the most farming acreage of any New York State county and ranks as one of the most profitable in farm sales; it publishes an Agricultural & Farmland Protection Plan.
Where zoning applies: The county Planning Department publishes maps of which towns and villages have adopted zoning, planning boards and subdivision regulations, and cautions that the posted laws may not be current, so confirm the official map and law with the municipality before committing funds.
Town of Bath code office: In the Town of Bath, around the county seat, Chapter 40 of the town code (Local Law 3 of 2006) creates the office of Code Enforcement Officer to administer and enforce the Uniform Code and the Energy Code, and no permit-required work may start before the officer issues the building permit.

Steuben is a large, rural county cut by the Cohocton, Canisteo and Chemung river valleys, with high farm and forest ground between them running down to the southern border. Valley towns near Corning, Bath and Hornell have the roads and services; the uplands have the acreage. Because zoning is adopted town by town, the rules on lot size and building use can change from one side of a road to the other, and most rural parcels need a private well and a septic system approved through the state district office. Buyers also compare land east in Chemung County and near Elmira, or north in Livingston County.

What does a barndominium cost to build in Steuben County?

Do I need a building permit for a barndominium in Steuben County?

Yes. Apply to the code enforcement officer of the town or village where the land is; in Addison, Campbell and Tuscarora that officer works for Steuben County and the application goes through the county's Public Works office. A new house applied for on or after December 31, 2025 is built to the 2025 Residential Code of New York State.

Does every town in Steuben County have zoning?

No, and it is worth knowing before you buy. The county Planning Department maps which towns and villages have adopted zoning and subdivision rules, but it tells buyers to confirm the current law with the municipality itself. Even where there is no zoning, the building permit, the state code and the septic approval still apply to a new home.
