City of Ithaca Building Division

A building permit is required for all new construction inside city limits, and applications go through the Building Division's online OpenGov portal with scaled, dimensioned drawings and specifications. Plumbing and electrical work need separate permits, and plumbers and electricians must hold City of Ithaca licences. Exterior work on a landmark or in a historic district also needs a permit.

Ithaca Area Wastewater Treatment Facility

City homes are sewered to the Ithaca Area Wastewater Treatment Facility, in service since October 1987. It treats wastewater from the City of Ithaca, the Town of Ithaca and the Town of Dryden and discharges to Cayuga Lake, so its effluent limits come from the Great Lakes Water Quality Initiative.

Site plan review
Site Plan Review applies to all new residential construction in the City of Ithaca. Staff decide whether a project needs it when the building permit application is submitted; the process starts with a pre-application, and depending on size it is decided by staff or by the Planning and Development Board.

2025 flood maps
New FEMA Flood Insurance Rate Maps for the City of Ithaca took effect June 18, 2025, and the city posts a GIS comparison of the 1981 and 2025 maps. For a property in the 1% annual chance flood zone, a federally backed mortgage means flood insurance must be purchased.

The Town of Ithaca, a separate municipality from the City, requires a building permit for most residential construction, including new builds, and takes applications through its Viewpoint Cloud portal. A permit there often involves the Town's public works, engineering and planning departments and the Bolton Point Water System.

Inside the city, most lots are already built on, and the streets are steep and the neighbourhoods older, so a new barndominium there usually means an infill lot and a site plan review. Buyers after open land look to the towns of Tompkins County, such as Dryden, Lansing, Enfield and Newfield, or south toward Chemung County and Elmira. A parcel outside the sewer area needs a septic system approved through the county's health authority and usually a private well. Low ground at the south end of the lake is worth checking against the 2025 flood maps before you commit to a purchase.

How much does a barndominium cost to build around Ithaca?

Do I need a building permit for a barndominium in Ithaca?
Yes. Inside the City of Ithaca, the Building Division issues it and staff will tell you whether site plan review applies. If your land is in the Town of Ithaca instead, apply to the Town's own permit office, because the two are different governments. Either way the house is built to the Residential Code of New York State, 2025 edition, which covers applications filed on or after December 31, 2025.
How do I know whether my land is in the City or the Town of Ithaca?
Check the tax bill or the county's parcel record before you design anything. A mailing address that says Ithaca does not by itself tell you which municipality the parcel is in, and the permit office, the zoning rules and the sewer connection all follow the actual municipality. We confirm it at the start of every project.
