Barndominium Builders in Tompkins County, New York

Tompkins County, NY is Finger Lakes country: Ithaca at the south end of Cayuga Lake, and around them the farm towns of Dryden, Lansing, Ulysses, Groton and Enfield. Outside the city, the county is fields, hedgerows and woodlot on either side of the lake, and that open ground suits a wide-span home with a workshop or equipment bay under the same roof. New York Barndominium Builders plans and builds those homes, from a shell package to a finished house. Buyers here tend to arrive with a parcel already picked out, and three questions settle whether it works: which municipality permits the build, what that town's zoning allows on the lot, and whether the county health department's deep hole test will pass a septic field. Owners who want to run the finish trades themselves usually choose barndominium kits; those who want a single team from footings to final inspection choose a turnkey build. We read the town's rules and the health department's requirements before drawing anything. Use the survey to tell us where your acreage is and what you want to build on it.

Town, village or city permitWho issues the building permit

The town, village or city code office where the parcel sits (for example, the Town of Ulysses Building, Code, Planning and Zoning Department)

In Tompkins County the building permit comes from the town, village or city where the land sits. In the Town of Ulysses, for example, one department handles building, code, planning and zoning, issues building and zoning permits, publishes the zoning code and an interactive zoning map, and schedules building permit inspections on Tuesdays and Thursdays.

Tompkins County Health Department, Environmental Health Division

A new onsite wastewater treatment system needs a Tompkins County Health Department construction permit. The department joins the site and soil investigation, issues the permit, inspects the system before it is covered and then issues a Certificate of Completion so the system can be used.

Agricultural District

Tompkins County has two Agricultural Districts: District 1 generally runs through the municipalities east of Cayuga Lake and District 2 through those to the west. Owners can ask each year to add land, and removals happen only at the eight-year reviews.

Soil test before the septic permit
The first site visit for a septic permit is a deep hole soil test, dug with a backhoe in front of a county inspector, usually about 6 feet deep to find the water table, rock and hardpan. Percolation tests follow only if the inspector asks for them. On a bare lot, stake the four corners of the house and mark the well spot for the visit.

County planning direction
The Tompkins County Comprehensive Plan aims to concentrate new development in compact, walkable communities, and encourages the county's municipalities to limit sprawl so that rural character and scenic resources are protected. Each town writes its own zoning, so check lot and setback rules early.

Building on land near Tompkins County

Buildable land in Tompkins County is mostly rural acreage in the towns outside Ithaca, where farm fields, hedgerows and wooded slopes run down toward Cayuga Lake. That is good country for pole barn homes and for buyers who want a workshop or equipment bay, but slopes, shallow rock and wet soils vary from one road to the next, and the county's deep hole test settles whether a septic field will work. Land inside an Agricultural District sits next to active farms, so expect farm traffic and field work as neighbours. Buyers who want a lot with city services usually look at Ithaca itself; for more acreage, Cortland County and Cayuga County are close by.

Building in Tompkins County: questions

Start the survey
Do I need a building permit for a barndominium in Tompkins County?
Yes. In Tompkins County, building permits are issued locally by the town, village or city that governs the parcel. Those offices enforce the New York State Uniform Code, which for applications submitted on or after 31 December 2025 means the 2025 Residential Code of New York State. On a rural lot, the Tompkins County Health Department also has to permit the septic system.
How much does it cost to build a barndominium in Tompkins County?
Site work shapes the number as much as the floor plan: a long driveway, a well, a septic system and a sloping lot all add up. We do not publish a rate card. For sourced per-square-foot ranges, read the barndominium cost guide; for a number tied to your own acreage, answer the survey and we will price the plan against it.
Can a barndominium be built on farmland in an Agricultural District?
Often, yes, but the home still needs a building permit and has to meet the town's zoning. Agricultural District status protects farm operations; it does not exempt a house from the building code. We check the town's zoning and the parcel's district status before a design is drawn.
