Flood sources and history: The city lists its flood sources as the Chemung River, Newtown Creek, Diven Creek, Hoffman Creek, Heller Creek and its storm drainage systems. Elmira flooded in 1889, 1902, 1935, 1936, 1946 and 1972; in the June 1972 storm, 6.85 inches of rain fell over two days.
Community Rating System: Elmira is a voluntary participant in FEMA's Community Rating System. The city says the program has resulted in 118 properties being removed from the flood plain and saves city residents and businesses who buy flood insurance 10% on their annual premiums.
Septic for rural parcels: Outside the sewer district, a new septic system needs a Construction Permit from the Chemung County Health Department and must meet the state's Appendix 75-A standards. The department does not allow new systems to be built in winter, and every new system needs an NSF-approved effluent filter.

What does it cost to build a barndominium in Elmira?

Do I need a building permit for a barndominium in Elmira?

Yes. Inside the city you file a Building Permit Application with Code Enforcement along with plumbing and electrical applications, and the house needs a Certificate of Occupancy before anyone lives in it. Construction follows the 2025 Residential Code of New York State for applications made on or after December 31, 2025. Land in Big Flats, Horseheads, Southport or another town is permitted by that town's code enforcement officer.

Can a new septic system go in over the winter near Elmira?

Not as a rule. The Chemung County Health Department has a policy against building new septic systems in winter, so a rural build that needs one should plan its site work for the warmer months. The county also starts with a site evaluation by a sanitarian, and only a contractor registered with the Health Department, or an owner who files the homeowner exemption, can install the system.
