The county Health Department's written procedure says a building permit can only be obtained once the water supply and wastewater system are found feasible. When the septic system and a final water sample pass, the department notifies the town building department that the home can be considered for a Certificate of Occupancy.

Drilled wells
A private well starts with the county's EH-101 application. After drilling, the owner gives the Health Department a copy of the Well Completion Report from the state-registered well contractor, and once the house plumbing is connected and disinfected the department collects its own bacteriological sample.
