Westchester County, NY runs from Yonkers and New Rochelle on the New York City line north through White Plains, the county seat, to the northern towns of North Salem, Bedford and Pound Ridge. The southern half is dense and fully built, and the northern towns are largely residential rather than open farmland, so a barndominium is a rare project here. In Westchester the building permit comes from the city, town or village. North Salem's 2025 checklist for a new building asks for three sets of plans with a site plan showing the septic location and a zoning chart, two topographical surveys, a licensed surveyor's survey, a copy of the Westchester County Health Department approval and a highway access permit.

On a lot without sewer the Westchester County Department of Health approves the septic system before the town permit is issued. In North Salem that approval goes in with the building application, and the county's construction compliance sign-off is needed before the town issues a Certificate of Occupancy.

New York City watershed

The Croton Water Supply System, one of the three parts of the New York City watershed, is located partly in Westchester County. Check whether a parcel drains to a Croton reservoir before planning its septic system.

Reservoirs that serve the county: Besides supplying New York City, the city's water system delivers about 110 million gallons a day to roughly one million people in Westchester and other counties north of the city. The Croton system, with reservoirs such as the New Croton and Croton Falls, is one of its three parts.
Extra permits on a rural lot: Depending on the site, North Salem can also ask for a site plan with existing and proposed grades and wetlands, a tree removal permit, a wetlands permit, a blasting permit, a fill permit and a stormwater pollution prevention plan. A final as-built survey comes before the Certificate of Occupancy.

Building on land near Westchester County

Land in Westchester is expensive and mostly spoken for. Where acreage exists, in the northern towns, it can come with wetlands, rock and slopes that bring town wetland, blasting or fill permits into the process, and it may sit inside the New York City watershed, which adds a Department of Environmental Protection review to any septic design. A barndominium can work on such a lot, but the site work and approvals decide the budget more than the building does. Buyers who want flatter, cheaper acreage for pole barn homes usually look north and west, to Dutchess County, Orange County and Ulster County.

Can I build a barndominium in Westchester County?

Only on the right lot, and usually in the northern towns. Most of the county is built up, and rural parcels there can carry wetlands, steep ground and watershed rules. A new home of any style still needs the town permit and county health approval for a septic system. We do not take on work on existing houses in Westchester; if you own acreage, describe it in the survey and we will tell you honestly whether a barndominium suits it.

Do I need a building permit for a barndominium in Westchester County?

Yes. The city, town or village where the land sits issues it, and those offices enforce the New York State Uniform Code, which for applications submitted on or after 31 December 2025 means the 2025 Residential Code of New York State. In North Salem, for example, the application also needs Westchester County Health Department approval and a highway access permit.

How much does it cost to build a barndominium near Westchester County?

Land and site work set the budget here. A Westchester parcel usually costs more than rural acreage upstate, and wetlands, rock or watershed septic rules add to the site bill.
