In the Town of Clay, for example, the Department of Planning and Development takes building permit applications and enforces the state building code along with the town's own local laws. The town may ask for professionally sealed drawings, so confirm the submission list with your town first.

The Health Department's Bureau of Public Health Engineering reviews and approves plans for individual sewage disposal systems, drinking water sources and realty subdivisions. Lots in the Skaneateles Lake and Otisco Lake watersheds use a separate county application for a permit to construct a waste disposal system.

Splitting off a building lot: If you are dividing land to create a building lot, the Health Department's Bureau of Public Health Engineering must review and stamp every subdivision map filed with the County Clerk. For new lots under 5 acres that cannot connect to a public sewer, the septic plan must be approved before the subdivision is.
Driveways on county roads: A new lot fronting a county-owned road needs a sight distance check at each proposed driveway, carried out by the owner's surveyor and reviewed by the Onondaga County Department of Transportation. For lots subdivided after 2 September 1986, access can be denied where the minimum sight distance is not met.
Farmland: The county planning department reports that over two-thirds of Onondaga County's land area is actively farmed land, forest and open space, with more than 150,000 acres in farms. The county's Agriculture and Farmland Protection Board oversees the agricultural districts program.

Land in Onondaga County divides roughly into three settings. The towns bordering Syracuse, such as Clay, Cicero and Camillus, have more subdivisions and public sewer. The southern hills around Pompey, Fabius and Tully are farm country with larger parcels. Toward Skaneateles and Otisco lakes, the county uses its own septic permit application for lots inside those watersheds. Do I need a building permit for a barndominium in Onondaga County?

Yes. The permit comes from the town, village or city where the land sits, not from the county. Each building department applies the state Uniform Code, and applications filed from 31 December 2025 onward fall under the 2025 Residential Code of New York State. A rural lot also needs its septic plan approved by the Onondaga County Health Department.
