Otsego County Code Enforcement administers the Uniform Code and Energy Code across the county except the Town of Milford, the City and Town of Oneonta, and the Town and Village of Otego, which have their own officials; it took over the Town of Roseboom from 1 January 2023. Every application gets plan review, and the county will not issue its permit until any local zoning permits are in place.

The county codes office limits the agricultural exemption to buildings for keeping animals and implements, and says it is not available if personal vehicles or other personal items are stored there. A barndominium is a home, so it always goes through a full building permit.

Otsego County land is mostly rolling hill farms and woodlots, with plenty of rural road-frontage acreage away from the villages. That is good barndominium country: room for a shop, a pole barn wing or a paddock beside the house. Most rural lots rely on a private well and a septic system, so a percolation test belongs early in the plan, before the floor plan is fixed. Lake frontage around Otsego Lake is scarce.
